A Research-Based System for Team Insight, Alignment, and Action

The Campbell-Hallam™ Team Development Survey (TDS™) is a scientifically grounded, online team assessment designed to help intact work teams understand how effectively they function and where targeted improvements will have the greatest impact. Developed by David P. Campbell, PhD, and Glenn Hallam, PhD, the TDS has been used successfully across corporate, government, healthcare, education, and nonprofit settings for over three decades. It provides teams with standardized, norm-referenced feedback across the most critical dimensions of team effectiveness, supporting self-management, accountability, and continuous improvement

The TDS Online is completed by all team members and a set of knowledgeable observers (e.g., leaders, customers, internal partners). This dual-perspective design allows teams to compare internal perceptions with external reality—an essential ingredient for credible development conversations. Norm-referenced results are reported as T-scores (mean = 50, SD = 10), making it easy to identify relative strengths, developmental priorities, and patterns of agreement or misalignment within the team. Each administration produces individual participant reports and a consolidated team report suitable for facilitated feedback sessions or structured self-guided action planning

Importantly, the TDS is not just a diagnostic tool—it is a development system. The accompanying Facilitator’s Guide provides structured guidance for presenting results, managing sensitive discussions, and translating data into concrete team actions. When used as intended, the TDS reliably stimulates productive dialogue, increases shared ownership of outcomes, and helps teams create focused, realistic improvement plans aligned with organizational goals


What the TDS Measures

18 validated scales and an Overall TDS Index, organized into four core domains of team effectiveness:

Resources

Time & Staffing
The extent to which the team has sufficient time, staffing levels, and workload balance to perform effectively.

Information
The degree to which the team has timely access to the information it needs to do its work well.

Material Resources
The adequacy of tools, equipment, space, and financial resources available to the team.

Organizational Support
The extent to which the broader organization actively supports the team and its mission.

Skills
The level of competence, experience, and capability within the team to meet performance demands.

Commitment
The degree to which team members are motivated, engaged, and dedicated to high performance.


Efficiency

Mission Clarity
How clearly team members understand the team’s purpose, priorities, and direction.

Team Coordination
The effectiveness with which the team organizes work, plans activities, and manages interdependencies.

Team Unity
The level of trust, cooperation, and mutual support among team members.

Individual Goals
The clarity and alignment of individual performance goals with team objectives.

Empowerment
The extent to which team members have the authority and autonomy to make decisions and act.


Improvement

Team Assessment
How regularly and honestly the team evaluates its own performance and ways of working.

Innovation
The team’s openness to new ideas, experimentation, and improved ways of doing its work.

Feedback
The quality, accuracy, and usefulness of performance feedback received by the team.

A composite indicator summarizing the team’s overall level of effectiveness across all scales.
